It does, as most people will expect you to go first with your key unless you've got a very high reputation. YOu can always try to find a reputable trader interested in the game though, that way you're not risking much by going first.

I'm pretty sure the devs include the 10-15% that Steam takes for themselves in retail purchases too. Someone gotta pay for bandwith and it ain't coming from the skies. Plus if you use it for yourself or give the key to someone else or put it in the inventory, Valve gets the same amount of cash

The only way this has been possible is if you received the Potato Sack. It was setup that if you already had the game when you received the Potato Sack you would get them again as gifts. It seems as though if you enter a code that gives you a game that you received from the Potato Sack then you'll get it as a gift even now.
This is apparent for those who didn't have BIT.TRIP BEAT when receiving the Potato Sack, but upon entering the Humble Indie Bundle for Android #3 key, they receive a BIT.TRIP BEAT gift in their inventory.
