Region locked games

I don't understand why my giveaway was removed because it was a region locked game. I check the FAQs and it stated that only region locked CD-Keys couldn't be used but it never said anything about games.

...what's the difference? Region lock is region lock
And if someone that can't activate the game win your giveaway? So the gift wouldn't be received since he/she can't activate.

maybe the fact that it never stated anything about tradable games, some mod just removed it without warning and when i added them they immediately blocked me...

Region locked is region locked regardless of format.

But the FAQ says region locked KEYS are not allowed. It doesn't say gifts.

Region restricted DOTA 2 gifts weren't allowed before DOTA 2 was removed completely.
