Personally I used to use a pseudo-identity when I needed age verification before I was 18, but I don't think that'll work with Paypal...

First, you need to know that Paypal is not a bank so basically the worst they can do is suspend your account.

Second, Paypal can suspend your account if you don't respect their ToS.
