Contributor value is the total value you've ever given away. It does not go down if you enter giveaways.

You can send keys or steam gifts. As long as it isn't region restricted or anything else mentioned in the FAQ, a key is fine

Your contributor value does not decrease when entering giveaways, but any value you get will expire after a year if I remember correctly.

Your value will not decrease when you enter contributor giveaways. You can make giveaways for games if you have a key/serial as long as it isn't region-locked or SG puts it on the exploited list. Otherwise you're good to go.
