I have a question. my favorite youtuber just hit 2,000,000 subscribers. am i allowed to make a giveaway to promote his channel? Like how people promote their green lit games and such?

if he just hit 2 mil subscribers, why would he need your promoting?
i think it's not allowed, i'm not sure though.

You could probably just give the game away and list why you gave it away in the description. And when you hand over the key/gift you say "Please look at this channel, he's awesome!"
