I bought two copies of Temper Tantrum for 0.10€ each, they count as full-priced games.
I bought New kind of aventure for about 0.12€, counts like it should.
So... How does this thing works ?

Temper Tantrum was 90% off, which is the upper limit for non-bundle games, and it didn't appear in a bundle.
NKOA was in at least one bundle, possibly in more.

It's 95% as JustArchi points out. However it can be based on the cheapest Regional price. Often games that go 90% off are more than 50% cheaper in Russia for example, so that would pass the 95% mark.

If you have Enhancted Steam plugin you can check these regional prices quickly and easily by hovering over the price in the store in your browser.

Games that are available in bundles or get a 95% or more discount are added to the bundle list and only give 15% of their value for the CV (unless they were given away before the date mentioned on the list).
Any other game gives 100% of its value, regardless of whether it was bought at full price or with a discount.

This is exactly why the site needs to tell you how much your giveaway is worth while making it. It would certainly help prevent some of the confusion people have when their CV doesn't match their $ given.

The issue with that idea is games are often bundled retroactively. At best, it could be a note advising that a game is already bundled and tell you the max amount of CV you'd get, and if you're already gone past 5 copies of it, advise of the reduced CV you'd get for it. For non-bundled games it would need a warning that the CV may be reduced if it is found later to be considered bundled at the time of the giveaway.

Maybe it'd turn people off when giving games becomes an accounting exercise.

Could always add a simple "If this game was bundled during the time of listing, the amount will be reduced" and link to the rules. As it stands, it is an accounting exercise for those who care, this would reduce that problem. But as you said, even just noting that the game has already been bundled would be an improvement.
