I think part of the reason those three titles are so cheap is because they were given away for free at some point.

More than once, at that.
Both Layers of Fear and Amnesia Collection were free both on Steam and on Humble. Bureau has been free on Humble, several times on Lootboy, and a quick Google search suggests that some sketchier-looking promo sites have offered it as well.

Honestly, while 50-60E isn't a poor price for the product being obtained, it's likely still significantly inflated compared to the trade value of the games. (By my experiences and personal practices, traders will just throw such free promo games into trades as non-valued bonuses. Even beyond that, they're usually directly tradeable with any other free [cost: $0] or T1 [typical cost: $0.33] game.)

Of course, not everyone is up for working through trades to get their games.
