Seeing as how, as you point out, both packages activate the same stuff on Steam, I see no reason why anyone would think they weren't activated so everything should be fine. (In fact, I'm pretty sure there is no way to check which of the two packages was activated at all, since I doubt the Steam API gives that info.)

Thank you, that's what I thought too, but I wanted to check. I really don't want to get my winner into trouble. But I activated one of the keys for myself (unlocked 13357 - steamdb extension told me), but when I visit the store page (which has ID 13358) it tells me that I own this product, so I never even considered this before, but I was not sure after the discussion I had

Thanks for the answer. But since steamgifts does not give me any other option than for 13358, I would not be able to recreate it anyway. I think I will just delete it before it ends, and drop the key in the orphan keys thread, it's really not worth this much hassle, I already wasted like 3 hours on this today

So I will re-formulate the question I guess, on the example of Twin Sector: when I select to create giveaway for it, steamgifts tells me I'm creating GA for ID 27900. My key is for Twin Sector retail though, subID 1910, but when I click on apps (that are included in the subID), it links me back to 27900, so I just assume that's okay, and that the subID of the product code does not matter as much as the app IDs of the contents/apps

The ratio of dupes is a lot lower than half and people have a long topic there to keep track of them so they have a good idea which keys have a high chance of being dupes. Anyhow as long as it's in the 'delete giveaway' or Lootboy groups the keys being dupes shouldn't cause much problem.

I wouldn't worry. First, it's for the group Agree to delete this giveaway if key not working, so it's almost sure that if you ask, they will agree to delete. Second, and in this case more important, the winner in this particular case won't be able to know if it's one or the other, since they both activate the same.

Thanks for replying. I'm only and solely worried about the winner. I only want to know if they are at a risk of getting flagged/suspended, because of the different subID - e.i. if Steamgifts system will actually recognize that the winner did in fact activate what they won. But all AppIDs of the contents are the same, I double checked

I'm pretty sure you don't have to delete it since they are the same thing. You should probably just check the winner if they have the game already. But if you want to be sure just ask a mod (probably one will find this thread by themself) rather than create a ticket.

I am not 100% positive, so hopefully someone with more knowledge will clarify, but I don't think SG can see what pack of games someone activated, it just knows what games are in the pack being given away and then checks to make sure those individual games are activated on the account.
If there is a key that activates 2 games and another key that activates those same 2 and more, you should be able to create a giveaway for the 2 game pack but give them the key that activates more games because all SG cares about is that they have the 2 games from that pack on their account. I believe you could also give away a bundle that includes multiple games and then provide the winner with multiple individual game keys as long as you provide them with all the games that are included in the bundle.
Edit:
Example: I believe you could create a giveaway for this bundle and then provide the winner with 5 individual keys. Or you could create a giveaway for one of those games and give them a key for the complete bundle, but you would only get credit on SG for the one game you selected. It should be fine as long as they activate the games included in what you create the giveaway for.

Also, if the game shows as not activated for some reason, I believe that is what the support ticket option "Change Giveaway Game" is for. There has been some confusion around what this support ticket can be used for, but I think it is used if you selected the wrong version of a game, like in this situation.
You could just have the winner remove the "received" feedback until support fixes it so that they don't have an unactivated game on their account. They can leave the giveaway without "received" or "not received" feedback for as long as they need to fix the issue and the giveaway will have no affect on their SG account.

what do you mean "if the game shows as not activated"? Can the winner themselves check if the appropriate thing activated, and alert me if it does not?
(there is only one version of the game availiable to select though, so asking support to change game won't help, there is nothing to change it for)

You should be able to use sgtools Rules Checker on the winners account. That will show if an account has a win that is not activated on their Steam account.

thanks a bunch for your help, this is what I will do, I did not know until now this is a thing that exists. So I will just let the giveway end as normal, wait for winner to mark as received, then check out if sgtools picked it up correctly, and if not I will request a deletion. Glad I can sleep soundly tonight

As you already found out, since both packages include the same game appID (app/64000), it will be correctly detected on the winner's account.
If you'd like to verify this fact, one thing you can do is search the archive of all created giveaways:
Find a GA which was made public and completed, then check the listed winner using sgtools.
Assuming they actually received and activated the game, you should see no warning as to detecting the game itself, and as is expected of DLCs, they will be listed under the dlcs-cant-be-propertly-detected section at the bottom:

Steam API has problems identifying some owned DLCs, so the following ones are probably activated!

actually a follow up question: say this scenario: I let the giveaway run, winner is selected, they mark gift as recived, THEN I myself use the sgtools to check and IF the sgtools says "this person has unactivated gifts", then I can request a deletion, because it was actually me at fault (the person activates, but the API does not pick it up correctly, thus putting my winner at risk) and all is well?

well in such a scenario where a gifter chose the wrong game when creating a GA, I would advise creating a support ticket to either get it deleted if it hasn't already ended, or change it to the correct game if it has (with the permission of the winner, most people are understanding that mistakes happen and would agree to get it corrected).

So I thought it did not matter and that I understood how steamgifts works, but afer a lengthy discussion with one of the members here, I'm now in serious doubt.
So the story is this - I created a giveaway for Men of War: Assault squad GOTY. Upon creation of the giveaway, steamgifts tells me that the App ID is 13358 (so this thing https://steamdb.info/sub/13358/apps/) but my key (steamdb extension tells me this) unlocks something else - ID 13357 (https://steamdb.info/sub/13357/apps/). The contents of both are the exact same, both include 9 apps, all 9 apps are the same IDs. So question:
When my winner activates my key, will steamgifts flag them as a cheater/did-not-activate? Because it will register as 13357 instead of 13358 despite the same content?
