You most likely got scammed by an impersonator who used same name and avatar as the real guy with 400 positives and posted negative to an innocent guy with 400 positives.
It's very unlikely you got scammed by a guy with that big rep, they are not idiots to make themselves problems like that.

The real guy with that name has 4900 games, 11 years of service badge, 117 lvl, and the scammer has just 7 games, community badge and lvl 3, he is also marked as a scammer in Steam rep, they both use the same name an avatar, I just checked that, so yeah you got scammed by an impersonator.
Check your browsing history or even better your http://steamcommunity.com/id/GunnerManner/inventoryhistory/ and click his name to see profile, and you will find that you didn't gift your game to the actual real guy with 4900 games, but to the scammer with 7 games.

Yeah it happens, next time check twice, and also check their https://steamrep.com/ besides the Trade feeback of SG. That guy is marked as a scammer, the one you traded with.
I use Enhanced Steam addon http://www.enhancedsteam.com/ and it shows me automatically if the user is marked as a scammer in Steam Rep and gives link to his Steam Gifts account.

No amount of extra restrictions like that is going to completely remove the risk of being scammed. As a trader you need to keep in the back of your mind that not everyone is trustworthy.
Download Enhanced Steam as sviat linked you, and never trust a link that a person sends you.
What I do when I accept invites from people on Steam is immediately open their profile in the client, then copy the profile url from the client into my browser and load it up. (If Steam client doesn't show you the full url, go to Settings->View->Interface-> tick the box "Display Steam URL address bar when available"). Enhanced Steam works through my browser so I follow the links there to check their steamrep profile and their steamgifts profile.
The alternative which may be easier for you was suggested by Sooth below. If you get an invite, don't accept it in the Steam client. Instead, go to their their profile in your browser and you should see the "Accept Friend Request" button. Then click the steamrep and steamgifts links that Enhanced Steam provides you there.

It's pretty sad that you fallen victim of an impersonator.
Use Enhanced Steam, then you'll have Steamgifts / steamrep links on each user's profile, it will be easy to check if the link they given you is the real or not.
And next time ask yourself this question:
Rocket League historical lowest price is (according to isthereanydeals):: 12,78€. Buying 4 pack that's down to about 9€ / 9$
CSGO is down 50% on most sales, making your gift worth probably 5-5.5€
Now tell me, why a trader, who already owns CSGO, would trade with you a game worth twice of your offer?

Of course but the impersonator has a link (in his profile description) to the actual steamgifts profile, plus didn't have any negative comments on the impersonator's profile. Which made it seem legit but I got fool xp

The impersonator doesn't even have a SG account. With enhanced steam it puts links on the right side of the profile for you and when you click it, it goes to SG home page. It would also have a link to his SteamReps page and even has red lettering saying "SR SCAMMER" on his profile.
Enhanced steam is an awesome tool, especially against scammers.

Rather, never accept invites for trades or giveaway winners from steam client, period.
Manually go to the profile in question using the steam profile link here on sg. If it's the correct person, you'll see 'Accept' instead of 'send' on the friend request button.
Never trade with anyone you haven't manually gone to the profile of, through the link provided by the trading/giveway site you're using- and you'll avoid impersonators entirely.

if you accept invites from traders, always cross-check their profile with the one posting in the trade section.
you can report that impersonator you traded with here (if he has an account), on steamrep so he's tagged as scammer and on steam because impersonating other users breaks their ToS.

Can someone enlighten me on how something like this can happen? I was under the impression that when trading on steam both parties put what they are trading into a box and if they both say that they agree the trade will go through. So if person 1 puts CS:GO in the box and person 2 puts Rocket league in the box and you both agree how can they not send the game when steam has already sent it?
I've never traded on steam and would like to know more.

yea what I did was that, the scammer tricked me into gifting because after purchasing a steam game, its has a 30 day trade block. So I had to gift my steam game to him and he was going to (which he didn't) gift back rocket league. rip me :\

Impersonator who copied a high rep. trader on Steamgifts with 400 positive feedbacks, so I decided I trust him that and he told me to gift him CS:GO I put up. As soon sent it, he told me he "got it" and "sending rocket league now" (his promised game he will send me) and in a few minutes I got blocked from his steam I couldn't add him back, so I went to his steamgift profile and posted negative feedback and reported him on steam. Hopefully he see's this and return my gift. :(
