You can always trade/sell your inventory and buy more cards to craft a badge. Not sure if it's worth it though.

First I was waiting for my 4th year badge to get level 10 (Then only 10+ got foils) before getting some of my drops. Next time I checked I was already level 10, but foils were now universal.

Then the other day, I crafted myself up to level 20, next morning I had 100XP more because Game Mechanic had changed. So I could have kept a set of cards.
