I wonder if it would go to inventory. That's how region locked games worked previously, if you weren't in country to redeem it.
At least that what happen with Dark Souls 3, when I was gifted Brazilian version. ("sorry, you don't live in country that can redeem this, it was added to inventory instead").

Wow, this new system sucks in so many ways. It would also seem like those living in countries with censorship got royally f*cked by this, I'm somehow relieved that my government doesn't seem to care about video games.

The /me function allowed you to roleplay actions int he chat. For example, if I typed "/me hits Axelflox with a large trout", in the chat window the message would sow up (in blue or green text, depending on wether you were in-game) "Zomby2D hits Axelflox with a large trout"
Unfortunately, it was also a great vector for scams, like you can see in the following picture.

It's a pity they didn't solve that another way - for instance, they could have just added an explanation that appears each time it's used in a particular chat for the first time.

That would both tell people how to use them and make it impossible to use it for scams.

I run the same test with a friend from Spain (im from Argentina), with the same results, the only good thing was that after he declined the gift, the purchase was instantly refunded and the credit was add to my wallet. I try with a $0.49 (US dolars) and the prices in Spain was $0.47 (euros) so the diference between the prices in every store was really really small.

Did you buy with steam wallet and money went back there or did you buy with some external card and they moved your money to your wallet?

No sorry, my m mistake, i was not enough clear, i buy the game with my wallet credits and those credits back to me some seconds after my friend decline the gift. I guess if the purchased were made using a credit card valve refund the money to my account, otherwise this will be worst that we are imaginiing.

En realidad nos estan c@g@nado desde hace rato a todos los usuarios que pagamos en dolares estadounidenses a precios de mercada norteamericano, porque nos clavaron las restricciones pero nos cobran como si estubieramos en USA donde tienen junto con UK los precios mas altos, en latino america Mexico, Brazil, Colombia, Chile y Peru pagan en moneda local y tienen precios distintos (creo que un poco mas bajos) que el resto.
Se posta que los brazileros ahora ya no pueden mandar regalos a nadie, supongo que lo mismo les pasa a los otros paices de latino america que pagan con monedas locales, y creeria, no estoy seguro, pero creo que tampoco pueden recibir. Nosotros todabia podemos dar y recibir (jajajja sono feo eso) de Uruguay, la verdad es que este sistema nuevo es solo un mentira para aumentar las restricciones entre zonas. Yo de ahora en mas solo voy a comprar en steam con lo que tenga en la wallet pero no pienso gastar un solo dolar con tarjeta o paypal, voy a empezar comprar mas en sitios como Humble Bundles, y esos.

If they not allow me to play games for restrictions i´m seriously gonna leave steam and go to... even origin (-.-), gog or another. It´s really disturbing that valve (aka GABE) is playing that game aganist the players (and not ´´scammers´´), with all the giant amounts of money that they get. I only get a word to describe that changes... avarice. Also... if that continue with cd-keys and the cs go / tf2 items. i´m out of that, for sure.

If users need to select a friend when completing a gift purchase, is there any reason why Steam doesn't update the price and region of the gift to match the selected friend? This would allow gifting to any user on Steam instead of blocking purchases due to regions, there would be no surprise restrictions when users attempt to accept a gift, and this would prevent users in cheaper regions from buying gifts for users in more expensive regions (the current system blocks gifting with price differences > 10%, but this would prevent the issue all together).

You should seriously send an email to valve and suggest this. I'm surprised no one there thought of it. It's an equivalent of visiting a friend in another country and buying a chocolate for them over there, instead of carrying it from home. So simple, and proven to work IRL.

Lots of people live and travel between multiple areas. It would be problematic if they couldnt add games to their library. If you can accept region locking for games, then this really is not an issue as it is clearly stated in red text. If someone does make a mistake just refund it.

If it ever happened to keys, I think it'd be an even bigger shit storm. They'd have to change how physical copies of games work, and how humble bundles and things like that.
But I imagine Valve is trying to figure out a way to kill off keys but have an "okay" replacement.

Could be Valve's wanting to get into the bundle market and just wipe out keys altogether, turn the bundles into games that only activate if you buy them for your own account direct from Steam, and have no option for gifting.

So in the valve post about gifting changing.
They had this quote.
"Safe Cross-Country Gifting
No more worrying if a Gift to E-mail or Gift to Inventory is going to work for a friend, gifts sent through the new system will always work on the receiver's account. When there is a large difference in pricing between countries, gifting won't be available and you'll know before purchase."
Sounds simple.
Except there is one problem.
YOU CAN STILL RECEIVE REGION LOCKED GAMES. And YOU CAN ACCEPT THEM WHILE NOT LIVING IN THAT COUNTRY. (But you can't play them unless you are in that country...)
SG user claptrap8989 wanted to test the system and sent me a game to see if he could. He lives in Hong Kong, I live in the United States. Surprisingly he could, however when I hit "Accept gift" button it said
"This is a restricted gift which can only be redeemed in these countries: Hong Kong, Taiwan
In addition, if you decide to redeem this restricted gift, you can only play it within the countries listed above. Note that using an IP proxy or other methods to disguise the place of your residence to activate this gift is a violation of the Steam Subscriber Agreement and may result in restrictions on this Steam account." Then it asked if I wanted to add it to my library or cancel. (I canceled)
If people can still receive and ACCEPT region locked games, is this really safe Cross-Country gifting...?
I'd think maybe a lot of games will be accepted by accident and be unplayble because of this. Wasting the gifters money as well.
Sure you might argue 'It's in big red text, how could they miss it?' Well if it was a big Triple A game/wishlisted game, they might be so excited, they will just want to hit "add to library" as soon as they possibly can. Plus, steam users are full of idiots who caused Valve to make a lot of odd changes. One that comes to mind is they removed the /me function.
But yeah, in short, Valve Safe Cross-Country Gifting, is safe, but not safe for the consumer...
