I would like to split the hard-drive with my OS (600 Gb) into 2 Partitions. When i do the first step (Shrink Volume), it is telling me that the available shrink space is only 300 Gb due to some unmovable file(s). I already moved the page file (Virtual Memory) to my other hard drive, but that didn't help :(
If someone has an idea of what that "unmovable" file could be and how to move it, please let me know.

(btw, i am only using 10% of my main hard-drive)

Hibernation file? Some other active program? If you've been using this drive a while you could have data spread all over the place, even if you've since freed most of that space up.

What is it you're trying to accomplish?

I am trying to have just the OS on one Partition, so if i need to reinstall it all the other stuff can stay.

Before you start partitioning, you should defrag.

Use MyDefrag, it will allow you to defrag files to start of the disk and if it has unmovable files, you will be able to see which files they are.

I read somewhere around the time that Linux Steam was released and everyone went penguin mad... "If you need to be asking questions about partitioning, don't. Don't try and partition..." I guess that's mostly an over reaction but is still a good logic train. I don't know how much damage you could do by partitioning incorrectly but I believe it isn't small...

Yes, this IS good logic. Linux can always be installed on virtual machine, it's not like it's useful for stuff needing more power than VM anyway.

Try EASEUS Partition Manager. It's free and always works for me.

I don't know you can make partitions using Windows Defrag...I'm mostly using third party tools which is, imo, more better than Windows has provide.
But yeah try using the software I mentioned for your purpose.

First thing you should do is reboot your computer. When I've partitioned my HDD I've been able to get the most available shrink space if I try right after booting my computer and logging in.

Consider using bootable gPart software to do the partitioning. I did some pretty heavy partitioning some months ago and had no issues with it, but had a ton with Windows Partition software... that was a bad idea. Ask me if you need more help with this.

Pretty much this. The files that can't be moved are in use by Windows, so using an app that will move them at boot should work.
