Seems to me like a comprehensive answer.
carrapa just won my Clickteam Fusion giveaway, which rid me of my spare copy, made me happy that he's happy (and asking about giving, and I'm always happy when someone who hasn't won before wins), got me to level 6 (not that I'm entering giveaways, but it's a milestone) and possibly got me on a blacklist (can't tell the real reason, of course, could have been something I said, but I'm guessing that there are people blacklisting Clickteam Fusion givers).

Some people feel that such giveaways give unfair CV, because for $1 you could get quite a bit of CV. ClickTeam Fusion by itself is $15 CV, and that $1 tier also has Spriter Pro (another $9 CV value). Some people did apparently buy a lot of copies to get a lot of CV, so that notion is understandable (for those hung up about CV, as many on SG are), but probably not that good when applied indiscriminately.
By the way, thanks to this discussion and my reply here, where I dug the SG post about the GameDev Software Bundle and saw that Spriter Pro had already been bundled, I discovered that I already had a copy of it. So a giveaway of that will arrive in the future, and perhaps another blacklist. :) (I bought that bundle for Spriter Pro, but it was mostly for the DLC, so I guess it was still money well spent, as long as I end up using it, which I somewhat doubt.)

i guess it is better to give away useless keys rather than never using it. but i dont spend money just to giveaway games here

You don't get anything for giving a game. It's a gift, not an exchange. Similarly, winning a game doesn't cost you anything.
Why would you want to give something away? Well, that's really up to you. Maybe you are grateful for games you have won and want to give something back. Maybe you're just feeling generous, or you have some extra games that you're not going to use and would rather give them to somebody who'd enjoy them rather than let them go to waste.
Then again, there are some incentives to giving. The main one is Contributor Value (CV), which is an estimation of the value of everything that you have given on SteamGifts. Often, people make giveaways that require a certain CV or higher to enter, as a way of saying "thanks" to those who have already given things here and too encourage others to give too. So if you give away games your CV goes up and you can enter additional giveaways with a better chance to win.

not a stupid question
you get a nice feeling you gave someone a gift they might want to play (or in some cases just idle and get 12 cents worth of cards...).
you also increase your cv, so you have access to high level giveaways
you balance your "karma"/ratio, so people in general will see you as a contributor/generous
