You cannot give a game that is in your library. You have to buy a separate, giftable copy.

When you buy something on Steam, there is an option near the checkout to buy for yourself or as a gift. Unless you choose the latter, you can't give it to anyone.
Also, read the FAQ. Really. Games here can only give you 15% of their store values if they meet certain criteria (was in a bundle at sites like Humble Bundle or IndieGala, had a Steam sale over 80-85%…), so they let you level up a lot slower, no matter where you bought them.

Simple. You buy a game from Steam, or a Steam product key you get from a trade or a reseller. You create a giveaway for this game. Once the giveaway ends, you make contact with the winner, or send the gift/key directly via the site.

What parts are you confused about ?

In this case, I advise to ask very specific, one-sentence questions on what needs clarification. If you ask specifics, it is easier to answer.
Also, I see you made a giveaway starting next Saturday (or this Saturday, depending on where you live). Be warned that you have to supply that game to the winner in 168 hours after your giveaway ends, or you'll suffer some mild punishments.

You can have giveaways and people use points that help you level up, but I never really have money so I can't really sell anything. If you want to start one, click the arrow next to "Giveaway" and click "Create a Giveaway."

  • Points don't help you to level up, gifting a game to another person (the winner of your giveaway) does
  • sell = buy??
  • I'm pretty sure David knows how to create a giveaway. Click on an avatar to see how many successful giveaways somebody has made, how mny games he won or what level he is

Thank you. I look at it and it said you level up by giveaways and everything, but I have no income of any kind, so buying games to give them away is a little difficult.

Yeah, level 0 is almost exclusively bundle junk now, still… the user who you linked won some pretty neat games among them. Heck, he has a point 'n' click I consider one of the best in the past decade, Night of the Rabbit, to name only one.

You level up after successfully gifting a promised game, depending on the value of the games you gave away.

You can still win even if you don't make giveaways, since winners are picked randomly. (You'll just be able to enter LVL0 giveaways)

In the meantime, if you think you won't be able to deliver a copy of the game you promised, I suggest you delete your giveaway

Yes, any. Well, as long as it costs at least 5-10 cents at full price in the US store and was never given away freely before. Still, I don't think there ever was a game which wouldn't give you at least half cent in CV to beat the one-cent level 1 threshold… (If it is even a real threshold and not just symbolic.)

Maybe check out Tremor games if you can't afford to buy any but still want to level up. You can earn games from there without spending money and then give them away here if you want.

By spending a ton of time playing the games there. Nothing more. There are no hidden micro-transactions or anything such, but don't expect to get rich either, even if you have 18-20 hours a day to play.

Actually, you don't have to play any games at all. Simply completing offers (watching videos etc.) will give you tremor coins to spend on purchasing games.

Ah, so they also started this? Some Farmville type online games also have this possibility, rewarding small in-game currency amounts for watching advertisements.
Better than filling out surveys on sites running codes that inject gods-know-what…

  • Read the FAQ right now.

  • To gift a game is like gifting a game to your friend when you have a winner in your own created giveaways(GAs). You just have to do the extra step of sending a friend request to the winner. Usually the winner's steam profile will be linked when you check the winner section of your giveaway.

  • Points used for entering other people's giveaways are free and replenish after the giveaway ou entered has ended. If I enter "Person A"'s giveaway that cost 60 points, I will spend 60 points of my 300 points(the max # of points you can have). After "Person A"'s giveaway is finished, I will gain 60 points back to spend on another giveaway.

  • Don't expect to win anything - plain and simple. Best way to increase your chances of winning is to join giveaway groups on Steam that uses Steamgifts, participate in puzzle threads(solve a puzzle to get a giveaway URL), be kind and get whitelisted(special treatment by someone), and level up by providing giveaways.

  • Your steamgift level is flexible, meaning your level can go up and down anytime because your level depends on games you give away. In the future, games will be bundled and their value decreases because the games are in a bundle(see FAQ about bundle games and their value and related info.). Therefore, your level decreases if you gave away games that were not bundled before then bundled later.

1) you don't get points back when the giveaway ends. You get more points as more giveaways are created. It's kind of random, but generally you can go from 0 back to the full 300 within half a day
2) if you gave away a game before the effective date of the bundle list entry, it remains at full value. Games are added to the bundle list if they've been in a cheap bundle, were available on very heavy discount, or a price glitch that enough people took advantage of. The games might not be added to the bundle list for quite some time, but will be backdated to the day the game was bundled/discounted/glitched. So while it's true that your steam level can go down because a game got added to the bundle list, it's only because you created the GA after the game needed to be added (this way, mods don't need to closely monitor bundle lists and sales at all times and immediately update the list).
The reason is so that people don't unfairly take advantage.
