There is a torture scene in Dishonored in the Golden Cat where you are the torturer. And you may chose to torture the Overseer as a non lethal, but certainly not "non violence" option.

HL2 has several torturing scenes as well, but only as scripted NPC actions

Batman series. You get to keep punching the bad guy bosses who never die, so of course, happy torturing them :P (eg. I can remember one scene from Arkham Origins where I had to keep raining punches on the Joker)

Just Cause 2 is pretty fun as a torture game as well. You can use your grappel gun to rope an enemy to anything. I love hanging them to the walls and ceiling while they cry, or attach them to cars and speed off :P Even better, attach them to a gas container (the long vertical one) and shoot it, they will have fun flying.
