Have you tried fallout 3 or NV? cause you can kinda torture em by using VATS to shoot off limbs one by one.
or hit the limbs with a pipe one by one. watch them limp away to a futile escape, lull them into a false sense of hope and security then just throw a 'nade or shoot off an arm.

If you want to torture yourself then go play Battlefield 4 ...

America's Army perhaps ? Just kidding. Kinda. I mean its an excellent question, it bothers me that you ask that because it really sounds weird but on the other hand most of us here kill people in games so...

The closest i can think of is perhaps the saints row and other crazy games where you can kill people in weird ways or the fallout serie where you don't torture them but your side does. Dungeon Keeper 2 i think... Right now i am on silent hunter 3, i guess you can call that torturing too in a way, the burning and the cold waters.
