Basically pre-order version isn't special, it's just cheap

and you can always check price on outpost, for the formula it's: The game price in dollar/key cost in market (dollar)

^ This, regular is the same as pre-order, BUT it was 10% cheaper AND you had another copy, that's it, nothing more, nothing less

The pre-order also came with some Bacon hat and bat , some TF2 items. I remember seeing the promotion on Steam

Wait for the Summer Sale, it'll be certainly on sale. If you want get the TF2 items, you can find them by trading or buying in the Steam Community Market.
