Is there an Aussie steam store / regional pricing yet?

Friend from there has owed me a couple games for a while now after I bought him one during the winter sale when he ran out of cash, he's been delaying paying me back, is now claiming he can't because pricing there changed and now he's being hit with the "regional price difference greater than 10%, no gift for you!" message on his steam client. Just wondering if he's legit or this is another bullshit excuse of his.

Legit, different regions have different pricing and 10% difference blocks the gifting option. But he can always gift you Steam Wallet.
