With new steam beta feature it is possible to see people's tf2 items and gifts. Like this: http://steamcommunity.com/id/xndr_78/inventory/

Do all gifts appear there? If yes, I hope Cult will find a way to parse those pages to confirm, that people really have gifts, to prevent situations like this http://www.steamgifts.com/forum/mol15/report-do-not-enter-his-giveaways-save-points

If the game/gift is in the "Steam inventory", then yes, we can make sure if the person has the game.
But if people have just the, for example, Cd-key from some site etc, then we can't really be sure.

Or they want to buy the game after the winner is chosen.

Sure, people can buy the game after the raffle, but still, you can buy the gift and store it in the Steam Inventory without a problem with the beta now, which is pretty easy and is at least some kind of proof.

Well, that's better than nothing. At least we can check those and mark them on steamgifts as "Person really have this gift" or something like that

Well, it would be nice if there was some indicator showing that giveaway creator really got the gift on steam. It will just give another level of security.

A simple [Steam Gift In Hand] or something in the giveaway when the game does have a gift tied to their Steam account would just be reassuring for many, when possible. Considering how new it is, I'm curious if there is even an API for it yet, for stuff the site could access directly.

Except, of course, if people buy games on other sites or phsyical copies and then put them up. Lots of games activate on Steam, is it really fair to cut those people out?

Maybe later.
Steam Gift inventory is no longer visible to other users. We are working on adding the ability to adjust the privacy settings of your inventory and control who can see it. Until that's ready, we're going to err on the side of caution and keep your gift inventory private.

Meh, sad and unexpected. On the other hand, Cult has time to get prepared, if he'll decide to implement that kind of confirmations

Btw, maybe not the right place to ask, but who's Cult? I'm quite new to SteamGifts, so excuse me if that's a stupid question. But I'm asking about it just because I recently created a giveaway (HL:BS), and there are 2 "inb4Cult" comments.

He's not the Steamgifts.com creator at all. CG is the one that done the site. Cult is just a well known mod.

maybe we should't just blindly trust gifters on the fact alone that they actually have the gift in their inventory. they could still choose just not to send it. and make 100 more giveaways with it.
