My [Trade Offer] button is disappeared from my inventory page?

The title says it all.
Yesterday everything was just fine, but today when I try to confirm trade offers from other user, it keep saying I'm offline or still on maintenance. I can open my inventory but I can't open trade offers page, the button from inventory also missing.
Anyone know what's happening?

Note: Yesterday I won a gift here, I accept the gift from the person whos not on my friend list yet. Has something to do with it?

Im havin issues on the market for the last few hours, and getting odd bs screens here on SG, so Im thinking theres something going screwy with steam. :/
