Welcome! :) There's plenty of people from all regions here, so region restricted gibs are fine as long as you mark it as such when creating the giveaway.

The second largest user base on SG is from Russia. (It is a miracle that they are not the largest.) So… yeah, it is given that you'll see a good number of giveaways for regions. Especially since Humble Bundle started to use region-locked keys and some other sites are bound to follow (Bundle Stars already does that, but not for all games yet).

I'm not sure if guys here like region-locked games like EU RU ... and I don't think if there are much games like that here on giveaways. I'm new to SG and want some resolutions regarding to this topic about how the region restricted games are priced and if people actually say welcome to them. Thanks for your comments :)
