You can claim it without owning the base game.You will have to select a payment method but it doesn't actually require any data or connection and doesn't charge anything.

Thank you. I had not realized that one could claim the DLC without the EA app, and without actually connecting any payment method. On top of that, one does not even need the base game, which is funny. :D
