Steam Login Servers are down at the moment (Germany).
I dont know if there is a option to start the STeam CLient in offline mode.
But you can do this:

`Make sure you've set Steam to remember your password. Now open <Steam_installation_dir>/config/loginusers.vdf and change value of WantsOfflineMode to 1. Default location of this file:

Windows (32-bit): C:\Program Files\Steam\config\loginusers.vdf
Windows (64-bit): C:\Program Files (x86)\Steam\config\loginusers.vdf
Linux: ~/.steam/steam/config/loginusers.vdf
Mac: ~/Library/Application Support/Steam/config/loginusers.vdf`

If you start Steam with the option "-no-browser", Steam also starts in a offline mode.
However, with this method, the library is also not available.
The game can then only be started via a shortcut or directly via the EXE.

This doesn't not work if steam is not running and servers are down. You can't start steam if servers are down and in the most cases you get only a Message Box with a button "try again".
I dont know, how to tell the Dschinn to open the Messagebox who include the button "Offline Mode".

I see, so you play offline most of the time.
However, almost all games I own only run when Steam is started. There are also old games that are delivered with a modified steamapi which then do not need the client, which can often be used for other games or you can take tougher measures straight away, but that is a different topic.

Most EPIC games can also be started without the Epic client with the option "-EpicPortal".
Some games need additional information such as Subnautica.

Haven´t used it in a while, but should still work: Disable your network-adapter (or just unplug the cable) and then start steam. A small windows should appear, offering you to use offline-mode. Even if you have steam set to NOT remember your password, it does hash the last used login, so you will be able to use your Username/PW to start offline-mode.

However, this ONLY works with the last logged-in user. If you use multiple accounts, only the last one that was logged in online will be able to start offline-mode this way.
