Nope. They don't want you to be able to play it 100%, so you've to buy it.

Well, if you are willing to purchase the entire game just to finish off the DLCs, then I guess its money well spent.

Why the game doesn't appear in my library? I can't install it from the "click here" link on the store page aswell.

Edit: Nevermind, I just had to restart Steam.
