That one is actually easy to answer [at least, with the current scientific opinion on the matter].
Ignoring any sort of question of baseline intelligence from the originating species, or the difference in social structures present between the two species, and any other secondary matters, the answer is as follows:
Cats weren't actively bred for certain personality traits, while dogs were.
Genetic studies in Russia involving primarily foxes showed that selective breeding gave them more typical dog-like physical features and personality traits. These developments were tied in to specific genetic changes. Comparison and analysis suggests that we're effectively breeding in a genetic trait that is to some degree similar to Williams–Beuren syndrome in humans.
One of the characteristics thereof is developmental delays.
This also helps explain why the traits seem to be more dominant among certain breeds, and comparatively negligible in some of the smarter breeds.
I'm not sure anything explains chihuahuas, however.

I actually have a question about the site. that is not on the FAQ.
I found signs of an alt account on one of the winners of one of my GA. He doesn't have a single achievement and looks like all games played on that account were to farm cards. On his SG won GA's there's one that doesn't have cards and is marked as not received (all the other games he won had cards). Since the game he won from me doesn't have them i'm afraid when the 7 days have passed he is going to mark it as not received and redeemed it elsewhere. I tried adding him to steam but he have been ignoring my friend request, he is online on steam and this site almost all the time.
Will i get banned because of that? I don't have proofs, only small signs.
From now on i will make contact with the winner before sending a key/gift.

Failing to deliver a game wont get you banned but it will eat one of your slots, so do contact support if that happens
Rule breakers might have learned one thing or two in the past year or so, it was common for them to be online with both accounts at the same time and enter for the same games, that would be the closest thing to use has proof, without checking IP
