How come everyone knows about this piece of puzzling random signg langauge and I don't :(

please someone tell me the solution already ;-; im trying to figure it out for a bit more than 3 days now and still have no damn idea. I tried to think about it, google it, ask friends and in other forums... nothing, absolutely nothing ;-; i guess it has something to do with music from the comments but thats everything i could get. please help
