Is this possible to give away?

Well, i'd like to know is it possible to give Mafia 2 The Betrayal of Jimmy DLC away?

It can't be bought from NA, SA, Australia or Europe. However, it can be bought in Russian Steam: look at this from Russian point of view. But i can't find it in the list of possible gifts. I guess it's beacause of regional restrictions. However, it has English language. And anyone can get it as a gift.

So how to create a giveaway?

Well, i'm a slowpoke. Some time ago, it couldn't be purchased fro NA. Now it is possible. But it's still impossible to create a giveaway.
