Yes, the FAQ says, "Do not beg or offer to trade in chat or forum. Do not beg for games in chat/forum or PM SG members from chat for games." I suspect this will get closed soon enough.

Not according to PayPal. Check out https://www.paypal.com/cgi-bin/webscr?cmd=xpt/Marketing/general/how-to-use-paypal-outside and open up the "How Can I Pay for My Purchases Using PayPal?" link at the bottom. You can link a bank account to your account, use a debit or credit card, use your PayPal balance, pay with cash via MoneyPak, or use PayPal credit. A credit card might be the easiest option, but it's not the only one.
