Hello this is a weird story and I will try to keep it as short and as simple
As you all know Steam Summer Sale is close, and the past 10 days I have tried to add funds to my account using MY OWN VISA, but for some reason I wasn't able to add funds and was getting this message: "An unexpected error has occurred. Your purchase has not been completed.
Please contact Steam Support." I tried this more than 10 times but it simply didn't work, so I tried adding funds to my brother's account but still the same error appeared. I went to the bank and asked them if something is wrong with my Bank account but it seemed that everything was working properly, then I tried using my mom's debit card but once again, the same error occured. I googled this issue but I couldn't find any useful information so in the end I contacted steam support asking them what is the problem.....and after 1 week I get this response from them: Hello,

A staff member has replied to your question:

Hello Harbin,

Thank you for contacting Steam Support.

We apologize for the delay.

Credit card fraud is a very serious issue, and is prosecutable by law. Normally, this activity would result in permanent restrictions on your account.

However, as none of the attempted purchases were successful, we will make a one-time exception to our policy and modify your account lock to expire in 93 days.

You will not receive another warning regarding this behavior. Any further activity of this type, on any account, will cause all of your Steam accounts to be permanently locked. Valve reserves the right to refer the matter to the appropriate authorities.

Please confirm that you understand our policies regarding this issue and the consequences of any further activity of this type.

Yeah I got suspended/restricted.....for contacting steam support to solve the issue

I got banned/restricted for 93 days....I seriously have no comment on what is happening but what I know for certain is that

  • My card is legit and not a FRAUD
  • My mum's card is legit as well
  • Our bank accounts are in good condition, since after I gave up on summer sale due to not being able to add funds on my steam account I said: ''screw the sale'' , and purchased some games on kinguin.net and it worked like a charm without any problem.
  • I am not a fraud or a scammer and I swear I would have never risked my card, bank account, my steam account because I never do stupid things
  • I am a victim of.....I have no idea what

Today I submitted another ticket telling them that it's not fair to be punished for nothing, and I wrote them my card name and number, my mother's card name and number (last 4 digits as they require) and billing addresses, even asked them if they want pictures of the cards and our ID cards

They are abusing the power over us and we can't even ask for our rights and defend ourselves
Not fair

Never give out your CVC codes with the credit card names and numbers, you basically just gave the person who reviews your ticket the chance to steal both credit cards.

You should've explained yourself more so over the first ticket and that wouldn't have happened.

You would be best served buying wallet codes in store for some places. EX, bestbuy had/has a 15% off a 100 dollar steam code, Frys often has 10 dollars off 50, or 4 dollars of 20 codes in store.

logical reasn is he did try to cheat the system - only thing different from let's say regifter is that he failed to do so and in the end gained nothing while regifter gains something. Still such things should be pointed. He failed at cheating, gets away with it, next time he will try to cheat in a smarter way, but it clearly indicates his intention to try to cheat the system.

well, ti tell the truth the winner is the one who gave wrong feedback, not GA creator. and in case of marking as received and not activating it's usually caso of 5d susp for not activating, missuse of feedback afaik is used when you get a game, yet mark as not received - just to screw with GA creator or trying to blackmail him into giving you another copy.

Misuse of GA feedback fits what you described, but it also for private groups that make fake GAs and marked them received to boost their CV.
Even if in that case it's a failed attempt, I think the punishment will still be the same because check this comment

If someone robs a bank with a handgun, they don't get off lighter if they took no money and fired no shots. Rules have still been broken, there are very few affected by it currently, but it's still breaking a rule. Just because there was no CV gained it doesn't justify it.

I'll give you another example - you get caught at the airport with a bomb hidden in your bag. Should it be ok and you should be free to go, or receive much smaller sentence just because you didn't manage to drop the bomb and detonate it? Or will you be fine just claiming that you were just casually walking through terminal full of ppl with a bomb in your bag, but it's not related at all, as you never intended to detonate it?

Well, I don't know how bank robberies go where you are from, but here if someone just hands you a piece of paper that says "give me money" and they don't show a weapon, the guard or teller will have the silent alarm tripped faster then anything else.

About your issue, it will be the best to kindly respond to the ticket, asking about what happened with your credit card, telling them that you did not do anything fraudulent and requesting more information about the situation. Give them time, have patience and things should be fine.

Steam Support is seriously undermanned for the size of operation they're running... And sadly they're quick to accuse without explanation as well. Better to avoid them if you can help it, But in your situation you had little choice.

I'd try writing them some strong worded reply, that they should not accuse of fraud lightly as well.

it's a common flag riser. if multiple failed attempt to use CC happen over the platform on different accounts it may indicate the data is stolen but incomplete (for example using wrong CVV or date trying to figure it out) and it often ends up rising security flag and blocking the card info.

But in such a case support should not jump to conclusion and give 3 months ban straight away, because the issue may also be caused by error in their system.

Read again, they didn't ask for it, he did it himself. Also, pretty much all of the information is usually required for returning stolen accounts, as the last four digits of the credit card serve purely for verification purpose and nothing can be stolen using that.

Why not? they have to ask for this info to verify. Something sketchy would be "Please provide the 16 digits of your credit card, please provide the security numbers in the back please.

This is EXACTLY what they should ask for to verify.

I contacted them for the same issue a month or so ago. They told me to try adding funds in Big Picture Mode instead. It worked :-/

I have no idea what is happening, or why, or how it can be that some people who work in Steam support are idiots, like in your case. Seems like gambling; if you get someone who knows how to do the job, you're in luck. This time, you got the idiot.

Sadly, the support is manned by regular valve employees, like designers, programmers and other stuff on rotation. Only several people actually work as support officers.

They take pride in their flat workplace organization and everyone doing everything... which was OK back when steam had 50.000 users and support was somehow manageable in the house as something to do in spare time, but now that's around 80 millions users and they look unprofessional at least for not hiring dedicated stuff.

Why would you do that? Its OK to keep CC data stored on secured servers (which is not true in many cases), but posting that openly to some random people who works in support??
You may wan't to keep close look on your account, and probably contact your bank to issue you new cards.
