and just a tip for doing so on your profile, if you really feel like doing so (I don't suggest doing so personally, leads to further problems)? You want to get their OTHER SteamID. The one with the numbers, since the one you linked can easily be changed, which it appears he already did.

Your Steam profile is yours. You can call out anyone you want (well not exactly, but you know the point, right?). You just can't call out users on SteamGifts.

If it's here on SG, nope.

you can put a warning on your steam profile, but not here (forums, trades, GAs).

As Roloca said, on your Steam profile you can write what you want, but you cannot open thread or post comment just to point out that info.

If you want to know if something is allowed or not, you should subumit a ticket under "Other" category, especially if you think it may break some rules.
