Got the warning once when a slew of games I bought became bundled/cheaper within the time frame and got a reminder. Just don't use it as a means of trying the game in the future and you'll be fine :D.

Most likely. Just refunded a game and didn't get any reminders even thought the last one did. Granted, there was a large gap between the two (a few months) so that might the reason for it.
Just try not to refund so often and do a bit more research in the future :).

Honestly I don't think 10-15 games refunded out of 135+ games bought (10 games a week) is excessive. That actually sounds about right to me. Even though you're not supposed to use the refund system as a try-before-you-buy, that number could easily be attributed to bugs, bad ports, poor controls, false advertising, cheaper price, or an unplayable game.
It's likely that the refund warning notification is not taking into account the number of games you've bought at one time and is only looking at the number of refunds in a certain time period. I wonder if you bought 50 games at the same time and 5 of them didn't work properly and you did this twice in a couple weeks would Steam still give you the warning even though your refunds were completely legitimate?
If you're buying that many games then I'd say you are a valuable customer to Steam.

I've read stories about how the ban imposed on accounts with a long history and a lot of shopping. I think that if I violate any internal rules regarding Steam refund my intense buying will not stop them from being banned my account. I would like to follow logical rules, not the rules of the game to find out after the fact. Unfortunately, in Russia it often.

I think the refund system is not in place to get your money back because you are not satisfied with a game, it is in place to let you get back your money if the game did false advertising, did not work for you because of bugs and stuff or something like that.
If you want refunds because "But I was not fascinated by them." then i think you deserve to get a ban if you keep doing this.

Courteous warning I received on October 4. I do not know whether the first since before I delete messages from Steam. On October 27, I received the usual warning. After that, I see seven letters to the 10 th of November, all contain a warning.
If you look through the list of purchases in Steam, the returns I've made 10 to 27 October, and 9 after (two more letters did not come). Yesterday I noticed a postscript warning.
If Steam disable my refund, I will write on stimgift. It does not upset me much as it could to frustrate my account banned. I just do not like to break the rules.

You shouldn't try to refund any more games in the next few months, at all. You are risking too much. Better do not buy games at all or buy the very few you think you will play, otherwise you might have serious trouble. 7 warnings is really a lot, just keep it down for a while.

Ofcourse you have a right to get your money back but Steam doesn't function like a store you don't get 30 days to return the game all purchases are final and from what you said you've had too many refunds and Steam are suspicious of your reasons/use of the refunds. In future even though you should be entitled to a refund your not really, so just do a little research on what your buying if you have no idea if you'll like it or not

It is not my case. His account is not blocked due to refund, but because of the loss of control of the card. I feel sorry for him. In such a situation I was recently when my 3 year old son bought a lot of things in the Apple Store. They returned the money without any problems and nothing is blocked. But, I repeat, not my case.

I've never used the returns policy once. But 102 games since September to this day, means an average of playing 10 games a week. If you'd need an average of 5 hours to finish most of these games (so roughly 50 hours), at the moment you are clearly not even meeting that level of dedication. Looking at your steam profile in the last two weeks you spend 38 hours gaming, so that's 19 hours a week.

I only refunded one game so far, because I bought it a day before it went on sale. So I refunded it and bought it back 75% off (which is a legit reason for a refund.)
If you refunded 15 games, I'd say you're abusing the refund system. Imagine you buy stuff from a normal store, and you go to the desk guy 15 times and want a refund. At some point, he's just gonna tell you to f*** off :-P

I was a massive sell-off act magically. Everything is so cheap that it is not afraid to buy the wrong thing. Then you buy is not something to play - and, indeed, not at all. But, eureka, there is refund. And here I am confronted with the fact that "too often - not good," but where is the line between frequently and infrequently one can not say for sure. It is subjective. Who's the first time is afraid to do. And someone got excited after the 19th attempt (like me). And everything should be clearly written in the regulations.
It's as if it was "possible to get the money back if you are not playing for a long time and bought not so long ago." But instead clearly: 2 hours and 2 weeks. Why not do just as well with the amount of refunds and the period from the last?
Incidentally, I think I know the answer. This function is made after the appearance of the relevant EU law. So most likely for reporting returns there. And in fact this should be the exception to the rule.

Just buy the games that you'll be pretty sure you'll like. Like with any product.
If you're already thinking of ratios, then you obviously aren't going with that plan. In that case, I'd like to know why you're even buying those games if you're pretty sure you're going to hate them.

If Steam allowed customers to refund games repeatedly and without limit then Steam would effectively become a free game rental service (even if the two-hour limit did not allow completion of the game - according to the stats most people don't complete games anyway). This would obviously cause Steam and the whole game industry to suffer as a result.

Plus, the actual transactions as well will be a problem. Transferring money back and forth and the server costs and administration costs to process all those requests costs money. It's like those grocery stores where you can return a half eaten salad and say you didn't like it. They want you, the customer, to be happy, but they won't just start giving you free shit because you bitch and complain every time you buy a Heinz ketchup bottle at a 20% off deal.

It definitely is. Steam has already said that you can't abuse the system, so the numbers definitely play a part. Just because a customer has a right to refund their products, doesn't mean it can be abused. This is what Steam seems to have done (2 years ago for the OP) and it's just common business practice. Allow for satisfaction in customers and weed out those that seek to abuse the system.

The processing of refunds costs Valve money, its not like your handing them cash and then just asking for it back. So yes, if you repeatedly asks for refunds the cost Valve incurs for all those transactions is going to stack and eventually they're going to say it's not worth doing business with you.
