What should I do/Why does God hate me?

Steam is a load of crap at some times of the day due to when they are updating stuff and when lots of people in some geographic legions are logging on and looking at new sales or downloading new updates, try different times or convince Gaben to spend more money on new servers and stuff...

Steam on my laptop seems to work 35% of the time. Trying to get it to do anything but show me my Games Library page is a crap shoot. Getting it to load and connect in the first place is a hit-or-miss, and I've won two keys and it's getting to be a hassle to get them freaking activated. I don't want to be banned again for not activating the shit I've won!! I learned my lesson the last time, believe me! ヾ( •́__•̀ ;)ﾉ
Is there a place to activate keys on Steam in my browser that I'm not aware of?
This has lately become a regular occurrence and my friends don't really have any ideas, and the Steam forums are a bit vague as to what to do. I mean, I don't live out in the middle of nowhere: Internet is fairly okay, rarely bugs out unless there's a storm or bandwidth is being eaten up by the family watching Netflix.
