This is a very hard puzzle. There are three steps in all.

Hint 1: The first step is to use the decoder; pay attention to what you do to the decoder before you use it, because you'll need to do that again. The equals sign doesn't need to be decoded in the first step, but does form part of the result.

I'm not really know this crypt style but if u want second loop u give more numbers at first and u don't.
And a its toohard link has 8 char. but there is 11 char probably u want decrase this but how ? there is no second loop and i try b64 with adding = and fail again :)
Maybe u gave us some tips :)
