• You add them on Steam and then Sync your profile.
• To what raffle, if you mean to create a new giveaway on the top left there's a Giveaways button, after clicking on the arrow on the button select Create a New Giveaway.
• You do not get any what? Do you mean win?, If it's that, it's a matter of statistics and time, you have already won two, from what I see.
