I meet all rules but suddenly after 2 weeks of entering your last train, I have 'unactivated wins' - same old flagged DLCs in won packs triggering error yet again. :(

the first 4 after half a dozen syncs went through/ 5th just can't get past till now. Maybe it will change tomorrow when 5 GAs of mine end and get feedback or maybe won't. Its not Vac ban but send -recieved some value maybe.

It isn't VAC as you wouldn't have been able to enter any tests.
It's the region free CV, 67.5% instead of 75%.
Also the 5' test is a harder one to pass.
Custom rule: real_sent_group/real_sent_cv < 0.50 &&real_sent_region_free/real_sent_cv > 0.75 && !VAC_economy_ban && VAC_game_Bans==0

I only past the first 3 of the tests failed the 0.95 sent/won ratio (0.80 at the moment). :)

Now, let me rant a bit about ratios (sorry, I do Math for a living). I understand "Sent/Won" rules to avoid leeching... But I really do not understand why "region-sent-free/real_sent_cv" is important... I mean, suppose you have two people like this:
A: gave $20 in public gifts and $0 in region restricted gifts
B: gave $50 in public gifts and $100 in region restricted gifts
See, the ratio thing thinks B is worse than A, even if B gave more than A in all sectors... Why should we punish B for giving more? Worse, it is not even necessarily on purpose, since Steam only sells region restricted games to a large portion of the world... Should B just never buy his gifts from Steam so his/her ratio looks better?
So if someone really cares about how much some user gave OUTSIDE his region (which I still do not quite understand, it is not as if all people in a region know each other, but fair enough), I would propose just "real_sent_free > $XXX". Does that work?

You're welcome and what you have going for you is that you voice your opinion in a good way in stead of acting like a SG troll.
Unfortunately I'm not in to math's, never was (preferred things like languages, history, biology; chemistry, sports). So what I'm looking for is not so objective and clear like axioms and theorems. I go by what I have seen and experienced from my public giveaways days and winners and with the use of custom SGTools requirements get to the opposite of those days.
In the end it's really up to the individual giveaway creator to use something or not and SGTools (requirements) is one more tool to make my giveaways like I want them and it's like having other tools like CV requirements, group giveaways, private giveaways, puzzle giveaways, encrypted giveaways, forum nominations, whitelist and blacklist, ...
