reinstall,restart steam then verify integrity of game cache try to see if that works

Are you using any kind of internet security? If so add Fortix to the exception list. Also try checking out the Steam forum to see if anyone else has the issue and if it was fixed. I don't have the game so it's hard to troubleshoot without knowing more about you PC and your settings.
