I think it is a pack of different things for the most ones.
The good feeling from buying something, the good feeling for making yourself a present, a addiction, the collecting "rage" of a collector (or a hoarder), the example from other ones you have at your (steam) friendlist, the temptation of new things (in this case games and bundles), the hunt for low prices/good deals, partly a mental problem -to replace problems in the reallife with playing games, much better, distract from problems and so on- and partly a impulse control problem.
The strategy that i use to not buy anymore much are:

Other than the HB monthly I recently subscribed to on sale I haven't bought games I have no desire to play, or were intended as a gift. I suppose those extra HB games will be gifted eventually anyway.
I wish I did the same when I started at SG, though some were mass giveaways for everyone and I don't feel as bad about those. Since then I have started filtering games and limiting myself to games that I will play at some point. Currently at 14,755 games filtered.

I do not purchase games from Steam that I will never play, but I will purchase a bundle containing some games I might play as long as the bundle is cheap.

I have a massive backlog (due to a variety of reasons such as times without internet and my laptop going boom last December, to name a few) but I plan to at least TRY every game eventually. Preferably even finish AND review them. Some I bought on sale knowing my hardware was inadequate, in the hopes that one day I'd be able to afford something better.
While perhaps it is at this point unrealistic of me to ever finish and review every game, I'm still gonna try! As soon as I managed to buy a PC that can do that and more, haha. One day...
That said. Some games I may have added to my account that were in bundles. As in, I didn't go out of my way to buy them but since I basically had them anyways, I added them to my account. Not every game I didn't own, as I've been giving some of those away here as well, but generally, if there's at least a chance I could enjoy a game from a bundle, I'll add it. Likewise, if a bundle contains a handful games falling under that category, I'm more likely to buy it, than, say, if there was one wishlisted game and the rest I already own and/or have zero interest in. Though a lower price may increase temptation, no doubt.

Intend to play most, so if I spent money on a bundle then at least 1 of the things caught my interest "to be played one day"...but some things get put higher on the backlog of course xD

I don't buy games that I'm not gonna play, anything from my library are games that I actually wan to play one day but that I sadly lack the time to do so in a daily basis

In my case, I bought with the intention of playing it sometime; I guess the right moment is coming for everyone when I want to change the type of game... and when it happens, I finish three or four in a week. But you know, that only happens on holidays.
PS: If it comes in a bundle and it doesn't appeal to me, I usually give it away (here or rl friends)

It's a hobby for me and I like buying bundles and i dont have a complete answer for you. So its a mixture of all three for me i think!

Browsing and buying has become a hobby that's time-consuming, not to mention wallet-shrinking. But it's kind of a thing for me now. So unfortunately I do buy games I will probably never play. Usually I buy with the intention of playing, but the satisfaction of having it in my library is often enough for me to look for the next best game... I am trying my best to cut this down, and hopefully save up some budget money to buy a few nice and expensive games for myself, but a lot of times I end up buying bundles and giving most of them away.

Bump and early congrats for when you get to level 7.
I only get games that interests me both on this website and when I purchase games myself, but I get kind of scared of playing games I really want to play. I usually end up playing the shorter games that I'm unsure of because my curiosity adds to the value of playing such a game, and shortness makes me feel that if I don't think it's the greatest experience ever, at least it didn't take up too much time.
There have also been a couple of times where I start a big game that's really fun, but then I get busy and have to take a break from the game mid way. And when I come back it becomes this awkward situation where I can start the game from where I left off, but I kind of forgot a bunch of things, so I want to restart from the beginning, but then I feel I wasted time.

Some are old games and they're sequel.
If I was in my childhood, I would play it definitely. Those games' graphic or control may be a bitter pill to swallow for nowadays gamers. I don't have much money when I was little. I even play illegal copy games. So now they're on Steam and I have money now, I buy them back to as collections.
There is a situation is that it's a good game and I want to support them only. Such as soul like or some hardcore rouge like games I'm not good at playing.

I know your feeling. I used to take every single game i could get. Luckily i stopped at 300 mark. I decided to play all games in my library for now, good or bad, but sometimes it's hard to not buy a good-looking game. I also have this itch to buy or win games so i'm still adding more games as of now, but luckily they go slower than i can play and/or review them atm... i think.

I try and only add games to my library I think I would enjoy playing. That said, I don't play games nearly enough given how big my backlog is.
I opened a small curator group recently as a way to encourage myself to play (and review) indie games though, which has helped a bit.

I crossed the "600 games" line recently and to think, 600 games is enough to play for a decade or, even, for a lifetime. Pretty sure that I won't ever launch like 30% of my library. And still, I spent my money on em, why? I can't even answer. I just made a purchase because I had money.
You know this feeling, when you see a new bundle full of unknown titles, and your mind goes "daym I need this". A lot of you have thousands of games and I bet you're not done yet. So what's this, a hobby or a mental problem? Would love to read your opinions and solutions.
Also, level 7 rush, games im not interested in, but YOU may be thrilled to get. Good luck!
