There are no exact price differences, it all depends on publisher's policy. Usually prices in the Russian store are lower by 30-60% compared to the U.S. store.

Do you guys think there's any problem asking a russian friend to buy from steam store through Steam chat could get somebody in trouble? Would Valve check such logs provided we are offering to pay such friend trough Paypal or something?

I doubt chat logs would be a problem. Gifting tons of games across the border, however... :)

If you're afraid of getting your friend into trouble, use MSN or some other chat service.
