somebody help me !!! my steam stuck in 28% updating :( what should i do?

What you should do: Restart Steam. If it doesn't work, go delete ClientRegistry.blob, and then restart Steam again.

If it persists, contact Steam Support. Though personally, I think if you're at this point, just delete everything in your Steam folder except for the "steamapps" folder and "Steam.exe".
