None know when your reroll request will be handled. Normaly max. after 3 days.
I, in your situation, would question if the winner can write down a "i accept the deletion" comment in the GA
OR
Would buy the game at Humblebundle (nearly the same price), and use then that keys for the Giveaway. That kick your timelimit problem and you can wait till the support have reacted at the reroll request.

buying in humble bundle will be expensive and charges tax 29%... and because steam has price differences is cheap, its a giveaway for the Argentines of my country, obviously it is with region lock.

I don't think this is true unless they changed the rules recently. If it's a pack and the winner owns any item from the pack the giveaway creator can ask for a re-roll even if they didn't specify anything in the giveaway.
Checking the FAQ, here's what it says:
What are the rules for entering to win Steam packs if I currently own a number of the games contained within?
We ask users not to enter giveaways for packages if they already own the majority of the games. This allows for winners that will receive the most value out of their gift. In the end, the giveaway creator has the final say, and if they believe the winner owns too many of the packaged games, we'll allow them to request a new winner.

One thing you can do in the future is make the giveaway for the base game only. That way people who already own the base game won't be able to enter. You get less CV, so it's not ideal... but if you're trying to avoid any re-rolls it's probably worth it.

You can postpone steam purchase for up to 72 hours, there is a trick to do this. There is a guide https://steamcommunity.com/sharedfiles/filedetails/?id=1584504433 but you'll need google translate to read it.

Recently steam introduced new annoying limitation on buying gifts with steam wallet. Very annoying indeed. Steam support helps, but it's not fast. Buying something for youself first helps sometimes too (probably depends on how much you've spent), but obviously it means you need to spend some wallet funds. ¯\_(ツ)_/¯
