If they haven't been suspended, they will be and it'll be rerolled. If they have been, then nothing, they are a valid winner. So, submit a ticket and let support decide.

Yes you can, if they haven't been suspended yet it will be rerolled.
It is only when the user has already been suspended for their non activations that the giveaway can be rerolled only if there is a non activated game from this month.

I would hope that 8 unactivated wins would get someone banned permanently here...so yes you should be able to reroll as I would assume he has not been suspended for any of them

That suck... I understand not knowing / making mistake or something and having ONE unactivated game. But 8? It's intentional behaviour and I'd never like to give my game to someone like this... (but still I was forced to do so when support replied to my reroll requests that winner was already suspended. Only once they gave someone perma ban for regifting / trading).

i agree a 1 time thing can happen if the guy is new and maybe not understanding the rules properly though should know by reading faq in my opinion but lets say 1 is unactivated he should get a 1month ban and the next should alrdy be permanent. But its also the fault of the giveaway creators not checking if the game has actually been activated.

Yeah but you can't blame the GA creators for this. Like I said the support told me that he already got suspended for his infractions. So it seems like they already checked if he activated his games.
Also always (except once) more than one month has past between each of those not activated wins, so that the GA creators had to sent him the game like I have to do too.

i meant it as in once the ga creator supplied the game that he should have checked if he had added it to his games some don't care once they sent the game and as long as they get a mark received they dont care what happens to it but its because of this they don't check and than don't report for not activating the game they aren't found out that the regifters can send it to an alt account or regift it. hence i say its partially the ga creators fault as well but maybe thats just my pov :) so not saying its your fault for meeting a regifter but the person should have been stopped at giveaway number 1 he regifted

This is total disregard for the rules and abuse of the system, I understand giving a second MAYBE a third chance to someone but 8 chances all with the same result tell me this person is a major problem to the community and should not be welcomed here.

I'm not sure that suggests recidivism. I guess you're saying this because suspensions is plural, but maybe what they meant is the suspension for each game has been served (even if the suspensions were given at the same time)

There is. The FAQ says that you should activate won gifts to your account.
Won gifts should be activated to the Steam account used during registration, and they should not be regifted, traded, or sold.

+1 I would take the hit of an unsent gift before I would give a game to someone who hasn't activated that many and has tried to trade games he won. There is no reason someone with that many instances of breaking the rules should still have an active account, imo. 9 strikes and you're out?

If it was me I'd let him mark as not received. It is sad, the guy doesn't activate 8 of his win and just got suspended and no alert on his profile, if you chose to not give him a single game you'll be marked forever but IMHO it is worth.

I always try to reroll people that didn't activate any wins. Doesn't matter if it's 1 week or 1 year ago.
I don't believe in second chances, but unfortunately Steamgifts does, so most of the time regifters already had a suspension and you have to give them the game or take a "not received" on your profile.

Normally I would say, one or two non-activated gifts a long time ago, no biggie. Maybe they learned from their mistake. Honestly though, after 8, I would say that it's way too many. Even if they've won and activated since then, 8 non-activated gifts is a lot, and I wouldn't send the gift. I would ask for reroll and failing that just not deliver. If someone doesn't play by the rules, you're under no obligation to give them things.

This is why speaking without knowledge is something to be avoided. People with partial information, or a lack of understanding, "fill in the blanks" with hearsay and speculation, and that leads to misinformation and downright lies being propagated in the pursuit of what is right. Which, for obvious reasons, is not right. The reason why this site is moderated by hand instead of automatically is so that each case may be investigated, judged, and handled in accordance with what is appropriate in each circumstance. While the Support Staff is human, and therefore prone to error, we also check each other's work.
In summary, it was a good idea to contact Support about a re-roll, and Support handled the situation in the appropriate manner. Further speculation without consequential information is not a good idea.

So a guy who won one of my GAs hasn't activated 8 games (of 47) in a period from June 2012 to March 2015.
He also tried to trade most of those not activated games.
Can I ask the support for a reroll for this GA even if his last not activated gift was more than 1 month ago? (cause in the reasons it says "Regifted or did not activate previous wins this month")
Or did I just have to accept him as winner and hope that he won't try to trade that game again (even if it's a quite bad game xD) cause it was over 1 month ago that he not activated a gift?
I wanted to ask you guys first before I bother the support with a useless ticket.
