If it is not on the list, it is for one of these reasons:
- Currently or has been given for free en masse
- Removed from the Steam Store
- Just launched on Steam and the list hasn't been updated yet.

just curious but you wouldn't get get CV for removed games though? I gave away a game that got removed months later and I lost my cv for it.

Depends. If it is just purchased disabled (it still has a page on steam but you can't buy it) then you'll get 0. If it has been removed and brought back, sg will assign a value to the game. Not too sure about games that were given before removal, but haven't been brought back to the list after the removal.
Remember that removed games can only be brought back if support knows that it was removed in the first place. So if it is not on the list, might be worth making a ticket :).

Not at all, you can give it away, just not using the giveaway system here. Most people just drop the key somewhere, first to grab it gets it.
