- Was hesitating between Diablo 3 and Metro Redux Bundle.
- Chose Metro, thinking I would have to play Diablo 3 full solo (quite boring).
- Scammed : Metro 2033 is ROW, Metro Last Light is US region-locked (not indicated on the store page unlike the other region-locked games).
- Learned my best friend got Diablo 3 (I totally wasn't expecting that).

I didn't buy the bundle for Metro 2033 Redux, I've the original game (bundled on HB) and I've played it before having it...you know how ( ͡° ͜ʖ ͡°). Plus I don't really care about HD, the original game is already gorgeous.
I wanted Last Light (Redux or not) so much, I haven't played it yet and it looks so awesome... But I will play it, and of course I won't pay for it. Thug 4 life !

So the locked keys really are random? Weird.
I activated my Amazon Steam key when I was in America for a few minutes. I am not aware of anybody ever being reprimanded in any way for activating a high-value US key with a US IP address. YMMV.
(For me these games sadly are just +1 titles anyway, I played a good bit of Metro when it came out and there's too many other things to play in a lifetime)

I sent an e-mail to the studio. Amazon tells to contact the seller for any issue, and the seller is 4A Games (the Ukrainian studio who made the games).
I ask them for a Row key, I don't want to use a ... "travel express" to US if I can solve the issue with diplomacy.

Out of curiosity, why do you feel it's more okay to deceive Amazon about your country than to do the same with Steam? Both are either faceless, greedy corporations or lovely, customer-centric companies.

Mostly because I have never used a VPN, I'll try to continue that way if I can :p
And the problem is not from Steam, it's from Amazon and/or 4A Games who did an awful job (no indication of region-lock, totally random keys (we are at least 3 on SG who bought the bundle during Amazon Prime event. One Metro 2033 is US key, two Last Light are US keys, Row for the others).
As a French fellow, I can purchase on US Amazon with my real French address. I don't do that because there are taxes for doing it, but I can and it's totally legal and okay.
I did use a fake US address for the 10$, but that's not relevant : I could have bought Metro this day or another one with real money and with real French address. I would have been scammed exactly the same.
If they've added "Steam key only valid in North America/United States" somewhere in the information like hundreds of other games, that would have been totally my mistake. That's not the case, so screw Amazon/4AGames, e-mail and I want a replacement.

I sent 3 e-mails to 4A Games to ask for a Row key in replacement of my NA key. Three weeks later, I still wait a reply...
Last week, I created my first Facebook account only to ask them directly on the chat. It took 5 days to have the final answer : they can't do shit, Amazon US was the seller of the keys, not 4A Games. Well, okay, but a little bit harsh to hear after three weeks for getting an answer. Bad customer service...
So I sent a ticket on Amazon, explaining the issue (no "Steam key only valid in North America" written, so the product is wrong, blah blah). No refund/exchange is allowed for digital codes, but they gave me 10$ to solve the case. Since Metro Redux Bundle was 7.50$ (free for us, thanks to Audible Trial) and Metro 2033 was redeemed on my Steam account, I suppose it was a pretty good gift :p
With those extra 10$, I bought Dishonored GOTY (was 40% off : 11.99$ + 8cts of taxes, so I spent 2.07$ real dollars). Jackpot :3
Aaaand, since I still wanted Last Light, I just decided to try your solution. A quick jump to USA, and tadaaa, Last Light is finally redeemed ! Thank you a lot for the tip, I was a little bit scared to use it, but I suppose there is no control for NA keys. I won't use that program for Latam/RU/etc keys though.
Tl;dr : So, with the power of perseverance and diplomacy, I got 10 more dollars, aka Dishonored GOTY.
And with the power of Yolo (and your help), I redeemed Metro Last Light Redux.

The biggest problem here is that I think I can't solve this, first I send a email to amazon and they told me to contact actvision, than I send a msg at actvision facebook page and guess what, that's what they told me "Activision Assist: Hey there, unfortunately you will need to contact your point of purchase for more information. ^Ex"

They charge the card $1 for verification (twice, once for Prime, once for Audible, then refund Audible instantly, I didn't get a refund for Prime yet). So fake cards won't work. And this text you mention appears if the verification charge was declined.
