Because the devs don't care or the game is old enough that no one would even bother.

^this.
Used to play non steam CS, HL and TFC. Then i was forced to get steam to play online, and shortly after my cd keys were invalidated for some reason i dont know, forcing me to buy anthology packs in order to play again, i lost my first bunch of friends on steam because of that, my account was permanently deleted when it happened. Also remember seeing this happen when source was a spotlight and was taking all the attention in the gaming industry.

A free Valve game ? Considering they did a free Portal week a while back, it could be another game with a sequel like Half Life.

I've heard that a lot of people aren't satisfied with the way the system works, and I can understand where it's coming from, given the horribleness of Greenlight's launch with all the fraud and fake games and then the fee for submissions which is inconvenient for a lot of developers but necessary to keep pranks, fakes, and everything else from falling to pieces.

I hope they'll have another one of those things like they did one summer, if you did certain things in games, or just around the community you got golden tickets which you could either turn in for DLC, Games, Items or keep and get a chance to win the top 10 games in your Wishlist.
