Valve has made some conflicting statements on exactly how greenlight works, but what's been consistent is that it's not just number of votes that matter. Downvotes probably play a role in their overall assessment, even if there's a different weight to a yes and a no-vote (which would make sense if you consider their goal is to sell stuff, they don't care if you dislike it (as long as it's not so bad that you'll stop visiting the store).
