Nvidia is locking people from making changes in CP (clickbait title)

Today I wanted to play Anomaly: WE, and since I have Nvidia Optimus, the game started with the integrated graphics. Went in Nvidia CP, it says "access denied".
I went and did some research on the issue, though it was a normal problem. Then I saw it:

This issue started not because of a Windows or Nvidia update, but a few days AFTER. Tinfoil hats unite!
