Well I wouldn't know what to say honestly, it seems you might need to reformat your hard drive because your computer shouldn't be experiencing those problems.
It would be very helpful if you list your specs, we won't be able to solve it otherwise. Also on the link you provided, are there I noticed you had different programs running that may conflict with what you're trying to do. Uninstall those programs and see if it helps.

Okay, This is simple.
Open cmd (Windows + R then type cmd)
Then in that window type "Format c:"
Then simply hit enter.
Note: Anybody who acctually does this is a fucking moron.

I am having a problem with my PC. It sometimes hangs up and gives me an error message. Nothing fixes it except turning it off and on again, but even that is only temporary, eventually the error dialogue pops up again. Certain activities, such as browsing Steamgifts, seem to make it pop up sooner. I don't understand the cause of it, I had no luck googling for a solution and it drives me crazy. Here is a screenshot of the window that pops up. Somebody, please help me.
