It still has a month to pre-sell to get those rewards. I can almost guarantee it'll at least hit reward tier number dos. Since your posted screenshot, the bar has already risen significantly, and considering that it only just got put up recently, you shouldn't be worried about getting your rewards.
Bee-tee-dubs the pre-order bonuses are all looking pretty cosmetic that don't affect gameplay at all. If you don't want free frivolous goodies, then piss off and wait until it goes on sale. (If it hits reward tier 3, I'll pre-order this in a NY minute)

If you hate this so much, I'd hate to see how you feel about Borderlands 2 giving pre-orders the Mech class, or how quite a few games in the past give you free skins / tf2 hats. I don't know how I feel about Borderlands 2 because I haven't even looked at it, but (if it's as you said) when you pre-order it, you are guaranteed that content, same with all the games giving TF2 promo items, which is NOT the case with this game. You are guaranteed nothing other than the base game.
And, although completely unrelated to this thread, Mann vs. Machine was a piece of shit, not only buggy as hell but boring too. Unless you had never before in your life played another game other than TF2, that is.
Finally, DRM and this pre-order thing have absolutely nothing to do. It's like saying: "I rather have pre-order bonuses than a game that doesn't work on windows 7."

The pre-order is an incentive to buy the game at full price, and early. If you don't, you miss out on the extra "sweets" on the pot, that's all. Every gimick ever, whether it be from Valve, EA, or Ubisoft, is about creating incentive to buy a game instead of pirating it. That was most likely a glitch, but it shows just how easily it can be changed. Pre-order bonuses are crap, but at least before you either had no bonus at all or you were guaranteed one. With this game you have a possibility, and that's about it.

I agree that pre-order is a terrible thing to do, and it encourages not only that but developers releasing half assed games because they sell them beforehand anyways, but at least with the previous pre-order model the game either came with bonus or didn't. First off, $36 USD = 28.08 Euros, not 37.50 Euros which is $48.06 USD.
Second, after currency conversion it's the same if not slightly cheaper. Plus, the GamersGate 4pack is $179.85 USD or $44.96 each copy, nearly $10 more.
Third, the link works, but it's to the US store. You're clearly not from the US so the link wouldn't work, though I'm not sure why it won't redirect you to the applicable European (wild guess) store.

1) Can you provide a source on that chart? It seems fake. Also, it ends 5 years ago, so not exactly relevant.
2) A few problems with this claim:
How do you know more people play the same game on consoles than on PC? Source?
How is this relevant? Considering the regularity of Steam sales and indie bundles, and the lack of such on consoles, it's quite likely the average Steam user has a lot more games than the average console owner. Thus, it's expected to see a reduced amount of time spent playing highly popular games in favor of more time spent playing less popular games, compared to consoles. But that doesn't mean that fewer people BOUGHT the highly popular games.
Steam is not the entirety of PC gaming. So comparing Steam stats to console stats is bound to produce irrelevant results.
3) You should read your own links. The person who posted that was called out for not giving a source, and it was pointed out that, if even real, those stats only count retail sales of the PC version. That aside, BF3 is a horrible choice for a sales comparison, due to its Origin exclusivity.

None of your "reasons" are exclusive to PCs over consoles, and games on PC that did none of those things (Witcher 2 for example) were still pirated 10x more than they were purchased.

Minor oversight, when it first releases is AFTER the preorder period. And steam frequently has preorder discounts, so saying 'full price' isn't really accurate either. :P
But either way... getting extra content for preordering is just as bad as 0day DLCs. It's content that has been removed from the game in order to make people spend more money, or spend money earlier.
Cosmetics like this though I have no problem with. Or even bonus items like in Borderlands 2. You can still experience 100% of the game without preodering/buying the 0day DLCs.

My guess it was a bug with the system when they were updating something and it either reset or an extra 0 got added or something. But that's IF the two screenshots were actually taken in that order. No way to verify that the one saying 15% wasn't taken 2hrs before instead of 2hrs after.
But either way, the point is moot since the % is up to 79% as of me typing this.

Not sure how I feel on this, to be honest.
My initial, knee-jerk reaction was hate/rage... but it's just a bonus for preordering. Preordering gets you zero advantage over people who don't. Sure you get the Elite Soldier Pack, but it looks to be cosmetic.
Admittedly, the 'first tier' being something that is given for free anyway is bullshit, but that's not really your complaint.
