The "Arcade" category was hard for me to put a finger on because the term "Arcade" mostly refers to a game's gameplay mechanic: more than a genre it could be considered a gameplay descriptor since the games that fall under the "arcade" description could also fall under the "action" or "rpg" genre just as well, making it redundant (e.g. Capcom's Dungeons&Dragons: Shadow over Mystara is a side-scrolling fighting game with RPG elements; it has both Action and Role-Playing elements in it).
About your question, I don't know if I'm right about it but (edit: with the options available in my survey) judging from the definition of an action game:
"[it] is a video game genre that emphasizes physical challenges, including hand–eye coordination and reaction-time."
So, since an arcade version of a racing game focuses on hand-eye coordination and reaction-time for it to be fun and it's an adrenaline rush of action, I'd consider it prevalently an Action game.
... But I'm no gaming master. My words aren't set in stone :P

Redid the 2nd question. I believe I did it right the first time with each category having a different number. I'm similar to you, with story and gameplay being #1 and #2 and MP being dead last.

I managed to collect nearly 600 survey entries and I owe it all to you guys. :)
As promised here are the results for the 8 questions [plus one extra ;) ]
(Note: Unfortunately, because of both the poor clarity of my question and my lack of knowledge about SurveyMonkey's survey editor, question #2 was answered incorrectly by more than half of you guys. The stats can still serve a partial purpose, but not for anything too serious)
