Have you disconnected Humble from Paypal (on Paypal's side) and reauthorized payment? For continuous payments Paypal leaves an auth token on the store's server which may be out of sync if Paypal adjusted your security settings. If it is out of sync, Humble would try to bill Paypal, but would fail because the token is expired / unauthorized.

If you have reason to believe you are waiting on Humble to confirm payment (they do put orders in pending sometimes, but it has always been obvious to me when this happened, so hopefully you'ld know), then wait a day for them to email you before touching anything.
If not, try this:
Settings -> Payments -> Manage Automatic Payments
Select Humble and cancel the connection, confirm if it asks. Then try paying from Humble's side again and go through the whole confirmation flow.
If it still fails, you may have to wait a day and one or the other company will email you with details or a confirmation request. If that happens, confirm, or fix whatever they ask for, and do the entire payment flow again.
If it fails after that, you may need to pay in a different manner, reach out to Humble for help, etc.

I had that error when I was charging wallet credit via PayPal, normal instant buys never were a problem.
The wallet credit was applied but I couldn't use it :D
After a few days it worked. But seams you are a step behind that? Maybe you can't pay as your password changed recently and as SaturnArc said maybe HB or PayPal needs some refreshing..

So, I got an email from HB saying they couldn't charge my card (via paypal). I check my bank account and everything is fine. I check my Paypal and they tell me that I gotta change my pass beacuse they've noticed some weird movements in my account. I do that and try the HB again, only to recieve an error message saying they're unable to process the payment. I've already checked my Paypal account and my card is chosen as the main way of payment, so that's not it.
